them by some form of course in this
country or elsewhere at the expense
of the Government which is going to
employ them.
This view has been
endorsed by my Advisory Committee on
Native Education so far as Tropical
Africa is concerned and it is on young
men of this type that I now mainly rely
for filling vacancies in the Education.
Departments of East and West Africa,
posts which, as I have indicated above,
prove far more attractive to the type
of candidate, which I understand you
desire to secure, than those in Ilong
Kong.
14. In the second place I am
inclined to think that the best way in
which to overcome the various
conditions of service in the Far East,
which appear to affect recruitment
adversely, is to spread in the
principal Universities a better
knowledge of the attractive features
